Authored by Representative Celso L. Lobregat of this first district of Zamboanga City, House Bill 3929, an act converting the Zamboanga City State Polytechnic College (ZCSPC) into a state university to be named as Zamboanga Peninsula Polytechnic State University (ZPPSU) is already approved in the Committee Level. Accordingly, the bill will be passed to the Plenary for the 2nd Reading and if approved, it will be submitted for 3rd reading where actual voting occurs.

ZPPSU will be the fourth university in Zamboanga City after Western Mindanao State University, Ateneo de Zamboanga University, and Universidad de Zamboanga. The bill was filed last October 4, 2016.
